According to public DOB records, Paul Bailey of Bailey’s Engineering P.C. – the alleged Site Safety Engineer for the 1906 Eastern Parkway project – has reportedly been without a professional license and Directive 14 privileges since Dec. 18, 2019.

Court filings show Bailey was indicted in 2018 (Indictment No. 7019/2018) on charges of manslaughter, criminally negligent homicide, and reckless endangerment in a unrelated case regarding a collapsed party wall where one person died. He later entered a plea deal and permanently surrendered his professional license for life.

Despite this, DOB filings suggest his stamp and signature was used signing-off on the 1906 Eastern Parkway Site Safety Plans up through 2021. Also, the SSPs were used by the 1906 Eastern Parkway developer in Supreme Court filings in 2022, thereby effectively submitting misrepresentation to the court. Even earlier this year, it appears the GC Bashier Mohamed (Contractor ID 002482) at 1906 Eastern Parkway may still be relying on those SSPs. The SSPs and documents supporting these claims were submitted to Brooklyn Borough Commissioner Reda earlier this year – but no clear action has followed.

Despite this and the fact that 1906 Eastern Parkway currently has an active Stop Work Order, no protections in place, demolished the 3-story rear wall while a full SWO was in place, was caught red-handed building contrary to the approved plans, were caught building without permit, and in July 2025 was caught performing work within the adjacent property’s boundary (roof) without a permit or an access agreement or required personal safety protection, the 1906 Eastern Parkway construction site is still on-track to get permit renewal later this month. Just like they did the last 5 years.
